The proposal provided for a comment period ending on February 12, 2024. The Board is extending the comment period for 90 days, until May 12, 2024. Further, additional data concerning the proposed new methodology for determining the base component of the interchange fee cap are being made available on the Board's website.","document_number":"2024-01612","html_url":"https://www.federalregister.gov/documents/2024/01/29/2024-01612/debit-card-interchange-fees-and-routing-extension-of-comment-period","pdf_url":"https://www.govinfo.gov/content/pkg/FR-2024-01-29/pdf/2024-01612.pdf","public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2024-01612.pdf?1706276714","publication_date":"2024-01-29","agencies":[{"raw_name":"FEDERAL RESERVE SYSTEM","name":"Federal Reserve System","id":188,"url":"https://www.federalregister.gov/agencies/federal-reserve-system","json_url":"https://www.federalregister.gov/api/v1/agencies/188","parent_id":null,"slug":"federal-reserve-system"}],"excerpts":""},{"title":"Debit Card Interchange Fees and Routing","type":"Proposed Rule","abstract":"Regulation II implements a provision of the Dodd-Frank Act that requires the Board to establish standards for assessing whether the amount of any interchange fee received by a debit card issuer is reasonable and proportional to the cost incurred by the issuer with respect to the transaction. Under the current rule, for a debit card transaction that does not qualify for a statutory exemption, the interchange fee can be no more than the sum of a base component of 21 cents, an ad valorem component of 5 basis points multiplied by the value of the transaction, and a fraud-prevention adjustment of 1 cent if the issuer meets certain fraud-prevention-standards. The Board developed the current interchange fee cap in 2011 using data voluntarily reported to the Board by large debit card issuers concerning transactions performed in 2009. Since that time, data collected by the Board every other year on a mandatory basis from large debit card issuers show that certain costs incurred by these issuers have declined significantly; however, the interchange fee cap has remained the same. For this reason, the Board proposes to update all three components of the interchange fee cap based on the latest data reported to the Board by large debit card issuers. Further, the Board proposes to update the interchange fee cap every other year going forward by directly linking the interchange fee cap to data from the Board's biennial survey of large debit card issuers. Initially, under the proposal, the base component would be 14.4 cents, the ad valorem component would be 4.0 basis points (multiplied by the value of the transaction), and the fraud-prevention adjustment would be 1.3 cents for debit card transactions performed from the effective date of the final rule to June 30, 2025. The Board also proposes a set of technical revisions to Regulation II.","document_number":"2023-24034","html_url":"https://www.federalregister.gov/documents/2023/11/14/2023-24034/debit-card-interchange-fees-and-routing","pdf_url":"https://www.govinfo.gov/content/pkg/FR-2023-11-14/pdf/2023-24034.pdf","public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2023-24034.pdf?1699883117","publication_date":"2023-11-14","agencies":[{"raw_name":"FEDERAL RESERVE SYSTEM","name":"Federal Reserve System","id":188,"url":"https://www.federalregister.gov/agencies/federal-reserve-system","json_url":"https://www.federalregister.gov/api/v1/agencies/188","parent_id":null,"slug":"federal-reserve-system"}],"excerpts":"website. \n See \n Board of Governors of the Federal Reserve System, \n Regulation II (Debit Card Interchange Fees and Routing): Reports and Data Collections, https://www.federalreserve.gov/paymentsystems/regii-data-collections.htm. \n Additionally, on an annual basis, the Board publishes average interchange fees by network. \n See \n Board of Governors of the Federal Reserve System, \n Regulation II (Debit Card Interchange Fees and Routing): Average Debit Card Interchange Fee by Payment Card Network, https://www.federalreserve.gov/paymentsystems/regii-"},{"title":"Agency Information Collection Activities: Announcement of Board Approval Under Delegated Authority and Submission to OMB","type":"Notice","abstract":"The Board of Governors of the Federal Reserve System (Board) is adopting a proposal to extend for three years, without revision, the Interchange Transaction Fees Survey (FR 3064; OMB No. 7100-0344).","document_number":"2026-00391","html_url":"https://www.federalregister.gov/documents/2026/01/12/2026-00391/agency-information-collection-activities-announcement-of-board-approval-under-delegated-authority","pdf_url":"https://www.govinfo.gov/content/pkg/FR-2026-01-12/pdf/2026-00391.pdf","public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2026-00391.pdf?1767966319","publication_date":"2026-01-12","agencies":[{"raw_name":"FEDERAL RESERVE SYSTEM","name":"Federal Reserve System","id":188,"url":"https://www.federalregister.gov/agencies/federal-reserve-system","json_url":"https://www.federalregister.gov/api/v1/agencies/188","parent_id":null,"slug":"federal-reserve-system"}],"excerpts":"annually.
