The United States has agreed to modify these tariff rates with the understanding and expectation that the Agreement on Fair, Balanced, and Reciprocal Trade will be successfully negotiated by the first quarter of 2026. If the Agreement is not successfully negotiated by March 31, 2026, the United States will review and reconsider these modifications, as appropriate.","document_number":"2025-23316","html_url":"https://www.federalregister.gov/documents/2025/12/18/2025-23316/implementing-certain-tariff-related-elements-of-the-framework-for-a-united","pdf_url":"https://www.govinfo.gov/content/pkg/FR-2025-12-18/pdf/2025-23316.pdf","public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2025-23316.pdf?1765979131","publication_date":"2025-12-18","agencies":[{"raw_name":"OFFICE OF THE UNITED STATES TRADE REPRESENTATIVE","name":"Trade Representative, Office of United States","id":491,"url":"https://www.federalregister.gov/agencies/trade-representative-office-of-united-states","json_url":"https://www.federalregister.gov/api/v1/agencies/491","parent_id":null,"slug":"trade-representative-office-of-united-states"},{"raw_name":"DEPARTMENT OF COMMERCE","name":"Commerce Department","id":54,"url":"https://www.federalregister.gov/agencies/commerce-department","json_url":"https://www.federalregister.gov/api/v1/agencies/54","parent_id":null,"slug":"commerce-department"},{"raw_name":"International Trade Administration","name":"International Trade Administration","id":261,"url":"https://www.federalregister.gov/agencies/international-trade-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/261","parent_id":54,"slug":"international-trade-administration"}],"excerpts":"(other than printed circuit assemblies) of electrical machines and apparatus, having individual functions, nesoi \n Aircraft. \n \n \n 8544.30.00 \n Insulated ignition wiring sets and other wiring sets of a kind used in vehicles, aircraft or ships \n Aircraft. \n \n \n 8801.00.00 \n <span class=\"match\">Balloons</span>, dirigibles and non-powered aircraft, gliders and hang gliders \n Aircraft. \n \n \n 8802.11.01 \n Helicopters (except unmanned aircraft of heading 8806), with an unladen weight not over 2,000 kg \n Aircraft. \n \n \n 8802.12.01 \n Helicopters (except unmanned aircraft of heading"},{"title":"Implementing Certain Tariff-Related Elements of the U.S.-EU Framework on an Agreement on Reciprocal, Fair, and Balanced Trade","type":"Notice","abstract":"On August 21, 2025, the United States and the European Union announced agreement on a Framework on an Agreement on Reciprocal, Fair, and Balanced Trade (Framework Agreement).
