{"abstract":"The Federal Election Commission is revising its regulations to implement a mandatory electronic filing system for reports of campaign finance activity filed with the agency. Beginning with reporting periods that start on or after January 1, 2001, all political committees (except the authorized committees of candidates for U.S. Senate) and other persons will be required to file electronically when either their total contributions or total expenditures within a calendar year exceed, or are expected to exceed, $50,000. The Commission has had a voluntary electronic filing system in place since 1996. Voluntary electronic filing will still be an option for political committees and persons who do not exceed the $50,000 threshold. This mandatory system is designed to reflect recent changes to the Federal Election Campaign Act of 1971. Further information is provided in the supplementary information that follows.","action":"Final Rules and Transmittal of Regulations to Congress.","agencies":[{"raw_name":"FEDERAL ELECTION COMMISSION","name":"Federal Election Commission","id":165,"url":"https://www.federalregister.gov/agencies/federal-election-commission","json_url":"https://www.federalregister.gov/api/v1/agencies/165","parent_id":null,"slug":"federal-election-commission"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2000/06/21/00-15668.html","cfr_references":[{"chapter":null,"citation_url":null,"part":100,"title":11},{"chapter":null,"citation_url":null,"part":101,"title":11},{"chapter":null,"citation_url":null,"part":102,"title":11},{"chapter":null,"citation_url":null,"part":104,"title":11},{"chapter":null,"citation_url":null,"part":109,"title":11},{"chapter":null,"citation_url":null,"part":114,"title":11},{"chapter":null,"citation_url":null,"part":9003,"title":11},{"chapter":null,"citation_url":null,"part":9033,"title":11}],"citation":"65 FR 38415","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Further action, including the publication of a document in the Federal Register announcing an effective date, will be taken after these regulations have been before Congress for 30 legislative days pursuant to 2 U.S.C. 438(d) and 26 U.S.C. 9009(c) and 9039(c).","disposition_notes":null,"docket_ids":["Notice 2000-13"],"dockets":[],"document_number":"00-15668","effective_on":null,"end_page":38424,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2000/06/21/00-15668.xml","html_url":"https://www.federalregister.gov/documents/2000/06/21/00-15668/electronic-filing-of-reports-by-political-committees","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/00-15668?publication_date=2000-06-21","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2000-06-21/00-15668/mods.xml","not_received_for_publication":null,"page_length":10,"page_views":{"count":121,"last_updated":"2026-10-24 22:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2000-06-21/pdf/00-15668.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2000-06-21","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2000/06/21/00-15668.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T02:46:13Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":38415,"subtype":null,"title":"Electronic Filing of Reports by Political Committees","toc_doc":"Electronic filing system; implementation","toc_subject":"Presidential primary and general election candidates; public financing:","topics":["Business and industry","Campaign funds","Elections","Labor","Political candidates","Political committees and parties","Reporting and recordkeeping requirements"],"type":"Rule","volume":65}
