{"abstract":"Pursuant to Section 4(b) of the McNamara-O'Hara Service Contract Act (SCA), the Department of Labor (DOL or the Department) is issuing a temporary exemption from coverage for certain subcontracts for commercial services. On this same date, the Department of Labor is separately proposing a similar exemption for both prime contracts and subcontracts. This exemption mirrors the subcontract portion of the proposed rule and will remain in effect for the period of one year or until final action is taken on the DOL proposed exemption for both prime and subcontracts, whichever occurs first. The exemption for subcontracts was determined to be necessary and proper in the public interest to avoid the serious impairment of government business, and is in accord with the remedial purpose of the SCA to protect prevailing labor standards.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF LABOR","name":"Labor Department","id":271,"url":"https://www.federalregister.gov/agencies/labor-department","json_url":"https://www.federalregister.gov/api/v1/agencies/271","parent_id":null,"slug":"labor-department"},{"raw_name":"Office of the Secretary"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2000/07/26/00-18635.html","cfr_references":[{"chapter":null,"citation_url":null,"part":4,"title":29}],"citation":"65 FR 45903","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"August 25, 2000.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"00-18635","effective_on":null,"end_page":45908,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2000/07/26/00-18635.xml","html_url":"https://www.federalregister.gov/documents/2000/07/26/00-18635/service-contract-act-labor-standards-for-federal-service-contracts","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/00-18635?publication_date=2000-07-26","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2000-07-26/00-18635/mods.xml","not_received_for_publication":null,"page_length":6,"page_views":{"count":460,"last_updated":"2026-04-04 14:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2000-07-26/pdf/00-18635.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2000-07-26","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2000/07/26/00-18635.txt","regulation_id_number_info":{"1215-AB26":{"issue":"200010","html_url":"https://www.federalregister.gov/regulations/1215-AB26/service-contract-act-exemption-for-certain-commercial-service-contracts","title":"Service Contract Act Exemption for Certain Commercial Service Contracts","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200010&RIN=1215-AB26&operation=OPERATION_EXPORT_XML","priority_category":"Other Significant"}},"regulation_id_numbers":["1215-AB26"],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":true,"signing_date":null,"start_page":45903,"subtype":null,"title":"Service Contract Act; Labor Standards for Federal Service Contracts","toc_doc":"Service Contract Act; Federal service contracts; labor standards","toc_subject":null,"topics":["Administrative practice and procedure","Employee benefit plans","Government contracts","Investigations","Labor","Law enforcement","Minimum wages","Penalties","Reporting and recordkeeping requirements","Reporting and recordkeeping requirements","Wages"],"type":"Rule","volume":65}
