{"abstract":"The Board of Governors of the Federal Reserve System, after consultation with the Secretary of the Treasury, proposes to determine by rule that acting as a finder is an activity that is financial in nature or incidental to a financial activity and therefore permissible for financial holding companies. The proposed rule would authorize financial holding companies to act as a \"finder,\" which is an activity defined as bringing together buyers and sellers of products or services for transactions that the buyers and sellers themselves negotiate and consummate. The proposal would amend Subpart I of Regulation Y to add finder activities to the list of activities permissible for financial holding companies. The proposed rule provides examples of services that financial holding companies may perform as a finder, and examples of actions that are outside the scope of permissible finder activities. In addition, the proposed rule would require financial holding companies that act as a finder to distinguish the products and services offered by third parties through the company's finder service from any products or services offered by the financial holding company or its subsidiaries. The Board solicits comments on all aspects of the proposed rule and will amend the rule as appropriate in response to comments received.","action":"Proposed rule with request for public comments.","agencies":[{"raw_name":"FEDERAL RESERVE SYSTEM","name":"Federal Reserve System","id":188,"url":"https://www.federalregister.gov/agencies/federal-reserve-system","json_url":"https://www.federalregister.gov/api/v1/agencies/188","parent_id":null,"slug":"federal-reserve-system"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2000/08/03/00-19647.html","cfr_references":[{"chapter":null,"citation_url":null,"part":225,"title":12}],"citation":"65 FR 47696","comment_url":null,"comments_close_on":"2000-09-05","correction_of":null,"corrections":[],"dates":"Comments must be received by September 5, 2000.","disposition_notes":null,"docket_ids":["Regulation Y","Docket No. R-1078"],"dockets":[],"document_number":"00-19647","effective_on":null,"end_page":47701,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2000/08/03/00-19647.xml","html_url":"https://www.federalregister.gov/documents/2000/08/03/00-19647/bank-holding-companies-and-change-in-bank-control","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/00-19647?publication_date=2000-08-03","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2000-08-03/00-19647/mods.xml","not_received_for_publication":null,"page_length":6,"page_views":{"count":131,"last_updated":"2026-10-23 16:15:07 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2000-08-03/pdf/00-19647.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2000-08-03","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2000/08/03/00-19647.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-09-13T00:04:05Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":47696,"subtype":null,"title":"Bank Holding Companies and Change in Bank Control","toc_doc":"Financial holding companies, permissible activities; acting as finder","toc_subject":"Bank holding companies and change in bank control (Regulation Y):","topics":["Administrative practice and procedure","Banks, banking","Holding companies","Reporting and recordkeeping requirements","Securities"],"type":"Proposed Rule","volume":65}
