{"abstract":"This final rule implements the provision of the Balanced Budget Act of 1997 requiring that manufacturers of roll-your-own tobacco obtain a permit. In addition to the permit requirements, this document addresses provisions for records, marks, labels and notices. In response to comments received, this final rule will allow manufacturers to mark packages with the term \"cigarette tobacco\" as an alternative to the terms \"roll-your-own tobacco\" or \"Class J\".
