{"abstract":"This final rule modifies the management-ownership diversity requirement in SBA's Small Business Investment Company (\"SBIC\") Program to prohibit the ownership of more than 70% of a leveraged SBIC by any single investor or group of affiliated investors. An exception to the prohibition permits an investor that qualifies as a \"traditional investment company\", as determined by SBA, to own in excess of 70% of an SBIC.
