{"abstract":"By this Public Notice, the Chief of the Federal Communications Commission's International Bureau seeks supplemental comment on authorizing 2 GHz Mobile Satellite Service (MSS) systems using a processing alternative that combines elements of the traditional band arrangement with the negotiated entry approach.
