{"abstract":"The Department of the Navy (Navy), pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. 4332(2)(C) (1994), and the regulations of the Council on Environmental Quality that implement NEPA procedures, 40 CFR Parts 1500-1508, hereby announces its decision to dispose of Naval Hospital Philadelphia, which is located in Philadelphia, PA. Navy analyzed the impacts of the disposal and reuse of Naval Hospital Philadelphia in an Environmental Impact Statement (EIS), as required by NEPA. The EIS analyzed three reuse alternatives and identified the Philadelphia Naval Hospital Community Reuse Plan (Reuse Plan), approved by the City of Philadelphia on June 17, 1999, and described in the EIS as the Naval Hospital Reuse Plan Alternative, as the Preferred Alternative. The Preferred Alternative proposed to use the Naval Hospital property for residential purposes and for commercial activities and to develop public parks and recreational areas. The City of Philadelphia is the Local Redevelopment Authority (LRA) for the Naval Hospital. Department of Defense Rule on Revitalizing Base Closure Communities and Community Assistance (DoD Rule), 32 CFR 176.20(a). Navy intends to dispose of Naval Hospital Philadelphia in a manner that is consistent with the Reuse Plan. Navy has determined that the proposed mixed land use will meet the goals of achieving local economic redevelopment, creating new jobs, and providing additional housing, while limiting adverse environmental impacts and ensuring land uses that are compatible with adjacent property. This Record of Decision does not mandate a specific mix of land uses. Rather, it leaves selection of the particular means to achieve the proposed redevelopment to the acquiring entity and the local zoning authority.","action":null,"agencies":[{"raw_name":"DEPARTMENT OF DEFENSE","name":"Defense Department","id":103,"url":"https://www.federalregister.gov/agencies/defense-department","json_url":"https://www.federalregister.gov/api/v1/agencies/103","parent_id":null,"slug":"defense-department"},{"raw_name":"Department of the Navy","name":"Navy Department","id":378,"url":"https://www.federalregister.gov/agencies/navy-department","json_url":"https://www.federalregister.gov/api/v1/agencies/378","parent_id":103,"slug":"navy-department"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2000/01/11/00-642.html","cfr_references":[],"citation":"65 FR 1602","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":null,"disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"00-642","effective_on":null,"end_page":1607,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":null,"html_url":"https://www.federalregister.gov/documents/2000/01/11/00-642/record-of-decision-for-the-disposal-and-reuse-of-naval-hospital-philadelphia-pennsylvania","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/00-642?publication_date=2000-01-11","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2000-01-11/00-642/mods.xml","not_received_for_publication":null,"page_length":6,"page_views":{"count":2,"last_updated":"2026-04-04 18:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2000-01-11/pdf/00-642.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2000-01-11","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2000/01/11/00-642.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":1602,"subtype":null,"title":"Record of Decision for the Disposal and Reuse of Naval Hospital Philadelphia, Pennsylvania","toc_doc":null,"toc_subject":null,"topics":[],"type":"Notice","volume":65}
