{"abstract":"The Commodity Futures Trading Commission is adopting part 160, privacy rules promulgated under section 5g of the Commodity Exchange Act, which directs the Commission to prescribe regulations under Title V of the Gramm-Leach-Bliley Act. Title V requires certain federal agencies to adopt rules implementing notice requirements and restrictions on the ability of financial institutions to disclose nonpublic personal information about consumers to nonaffiliated third parties. Under section 503 of the Gramm-Leach-Bliley Act, a financial institution must provide its customers with a notice of its privacy policies and practices, and must not disclose nonpublic personal information about a consumer to nonaffiliated third parties unless the institution provides certain information to the consumer and the consumer has not elected to opt out of the disclosure. Section 505 of the Gramm-Leach-Bliley Act further requires certain federal agencies to establish for financial institutions appropriate standards to protect customer information. The part 160 rules implement these requirements of the Gramm-Leach-Bliley Act with respect to futures commission merchants, commodity trading advisors, commodity pool operators and introducing brokers that are subject to the jurisdiction of the Commission under the Commodity Exchange Act as amended.","action":"Final rule.","agencies":[{"raw_name":"COMMODITY FUTURES TRADING COMMISSION","name":"Commodity Futures Trading Commission","id":77,"url":"https://www.federalregister.gov/agencies/commodity-futures-trading-commission","json_url":"https://www.federalregister.gov/api/v1/agencies/77","parent_id":null,"slug":"commodity-futures-trading-commission"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2001/04/27/01-10398.html","cfr_references":[{"chapter":null,"citation_url":null,"part":160,"title":17}],"citation":"66 FR 21236","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Effective Date: These rules are effective June 21, 2001.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"01-10398","effective_on":"2001-06-21","end_page":21262,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2001/04/27/01-10398.xml","html_url":"https://www.federalregister.gov/documents/2001/04/27/01-10398/privacy-of-consumer-financial-information","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/01-10398?publication_date=2001-04-27","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2001-04-27/01-10398/mods.xml","not_received_for_publication":null,"page_length":27,"page_views":{"count":516,"last_updated":"2026-10-23 12:15:06 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2001-04-27/pdf/01-10398.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2001-04-27","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2001/04/27/01-10398.txt","regulation_id_number_info":{"3038-AB68":{"issue":"200104","html_url":"https://www.federalregister.gov/regulations/3038-AB68/cftc-conformance-with-title-v-privacy-provisions-of-the-gramm-leach-bliley-act-for-federal-functiona","title":"CFTC Conformance with Title V Privacy Provisions of the Gramm-Leach-Bliley Act for Federal Functional Regulators","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200104&RIN=3038-AB68&operation=OPERATION_EXPORT_XML","priority_category":"Substantive, Nonsignificant"}},"regulation_id_numbers":["3038-AB68"],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":false,"signing_date":null,"start_page":21236,"subtype":null,"title":"Privacy of Consumer Financial Information","toc_doc":"Consumer financial information; privacy requirements","toc_subject":null,"topics":["Brokers","Consumer protection","Privacy","Reporting and recordkeeping requirements"],"type":"Rule","volume":66}
