{"abstract":"The Departments propose amending their regulations governing watch duty-exemption allocations and the watch and jewelry duty-refund benefits for producers in the United States insular possessions (the U.S. Virgin Islands, Guam, American Samoa and the Commonwealth of the Northern Mariana Islands). The proposed rule would amend ITA regulations by further clarifying the range of documents that may be needed for verification of duty-free shipments of jewelry into the United States and by clarifying which wages qualify as creditable and which do not for purposes of calculating the duty-refund for watches and jewelry. We also propose amending the regulations by making minor editorial changes within the definition of new firm for watches. Finally, we propose amending the duty refund process by dividing the amount of the annual duty refund certificate into two installments. These amendments are being proposed to make grammatical changes, clarify a portion of the regulations, update methods of documentation and help producers receive benefits in a more timely fashion.","action":"Notice of proposed rulemaking and request for comments.","agencies":[{"raw_name":"DEPARTMENT OF COMMERCE","name":"Commerce Department","id":54,"url":"https://www.federalregister.gov/agencies/commerce-department","json_url":"https://www.federalregister.gov/api/v1/agencies/54","parent_id":null,"slug":"commerce-department"},{"raw_name":"International Trade Administration","name":"International Trade Administration","id":261,"url":"https://www.federalregister.gov/agencies/international-trade-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/261","parent_id":54,"slug":"international-trade-administration"},{"raw_name":"DEPARTMENT OF THE INTERIOR","name":"Interior Department","id":253,"url":"https://www.federalregister.gov/agencies/interior-department","json_url":"https://www.federalregister.gov/api/v1/agencies/253","parent_id":null,"slug":"interior-department"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2001/05/23/01-12861.html","cfr_references":[{"chapter":null,"citation_url":null,"part":303,"title":15}],"citation":"66 FR 28404","comment_url":null,"comments_close_on":"2001-06-22","correction_of":null,"corrections":[],"dates":"Written comments must be received on or before June 22, 2001.","disposition_notes":null,"docket_ids":["Docket No. 991228350-1118-02"],"dockets":[],"document_number":"01-12861","effective_on":null,"end_page":28407,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2001/05/23/01-12861.xml","html_url":"https://www.federalregister.gov/documents/2001/05/23/01-12861/office-of-insular-affairs-proposed-changes-in-the-insular-possessions-watch-watch-movement-and","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/01-12861?publication_date=2001-05-23","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2001-05-23/01-12861/mods.xml","not_received_for_publication":null,"page_length":4,"page_views":{"count":34,"last_updated":"2026-10-25 00:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2001-05-23/pdf/01-12861.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2001-05-23","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2001/05/23/01-12861.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":28404,"subtype":null,"title":"Office of Insular Affairs; Proposed Changes in the Insular Possessions Watch, Watch Movement and Jewelry Program","toc_doc":"Virgin Islands, Guam, American Samoa, and Northern Mariana Islands","toc_subject":"Watches, watch movements, and jewelry:","topics":["Administrative practice and procedure","American Samoa","Customs duties and inspection","Guam","Imports","Marketing quotas","Northern Mariana Islands","Reporting and recordkeeping requirements","Virgin Islands","Watches and jewelry"],"type":"Proposed Rule","volume":66}
