{"abstract":"SBA is implementing changes to the microloan program as required by law. This final rule terminates the designation of the microloan program as a \"demonstration,\" allows a nonprofit child care business to qualify for the microloan program, and authorizes a microloan intermediary to use up to 25 percent of grant funds for technical assistance to prospective microloan borrowers.
