{"abstract":"The EPA is approving revisions to the Texas State Implementation Plan (SIP). This rulemaking covers five separate actions. First, we are approving revisions to the Texas Nitrogen Oxides (NO<INF>X</INF>) rules for point sources of NO<INF>X</INF> in the Houston/Galveston (H/GA) ozone nonattainment area of Texas as submitted to us by the State on December 22, 2000. These new limits for point sources of NO<INF>X</INF> in the H/GA will contribute to attainment of the 1-hour ozone National Ambient Air Quality Standard (NAAQS) in the H/GA 1-hour ozone nonattainment area. Second, we are approving an exclusion, from the federally-approved SIP, of carbon monoxide (CO) and ammonia emission limits ancillary to the NO<INF>X</INF> standards for post combustion controls found in Title 30 of the Texas Administrative Code (TAC), Chapter 117. Third, we are approving, by parallel processing, revisions to the Texas NO<INF>X</INF> rules for stationary diesel engines or stationary dual-fuel engines in the H/GA 1-hour ozone nonattainment area. Fourth, we are approving, through parallel processing, revisions made to the Texas SIP concerning compliance schedules for utility electric generation and Industrial, Commercial, and Institutional (ICI) sources in the H/GA area. Fifth, we are approving, through parallel processing, revisions made to the Texas SIP concerning lean-burn and rich-burn engines. The EPA is approving the SIP revisions described as actions number one, two, three, four, and five to regulate emissions of NO<INF>X</INF> as meeting the requirements of the Federal Clean Air Act (the Act).","action":"Final rule.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2001/11/14/01-27584.html","cfr_references":[{"chapter":null,"citation_url":null,"part":52,"title":40}],"citation":"66 FR 57230","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"This rule will be effective on December 14, 2001.","disposition_notes":null,"docket_ids":["TX-134-8-7532","FRL-7092-7"],"dockets":[],"document_number":"01-27584","effective_on":"2001-12-14","end_page":57247,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2001/11/14/01-27584.xml","html_url":"https://www.federalregister.gov/documents/2001/11/14/01-27584/approval-and-promulgation-of-implementation-plans-texas-control-of-emissions-of-nitrogen-oxides-from","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/01-27584?publication_date=2001-11-14","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2001-11-14/01-27584/mods.xml","not_received_for_publication":null,"page_length":18,"page_views":{"count":60,"last_updated":"2026-04-04 12:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2001-11-14/pdf/01-27584.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2001-11-14","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2001/11/14/01-27584.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":57230,"subtype":null,"title":"Approval and Promulgation of Implementation Plans; Texas; Control of Emissions of Nitrogen Oxides From Stationary Sources in the Houston/Galveston Ozone Nonattainment Area","toc_doc":"Texas","toc_subject":"Air quality implementation plans; approval and promulgation; various States:","topics":["Air pollution control","Carbon monoxide","Environmental protection","Hydrocarbons","Incorporation by reference","Nitrogen dioxide","Nitrogen oxides","Ozone","Reporting and recordkeeping requirements","Volatile organic compounds"],"type":"Rule","volume":66}
