{"abstract":"Many used cathode ray tubes (CRTs) and items of mercury- containing equipment are currently classified as characteristic hazardous wastes under the Resource Conservation and Recovery Act (RCRA). They are therefore subject to the hazardous waste regulations of RCRA Subtitle C unless they come from a household or a conditionally exempt small quantity generator. Today, the Environmental Protection Agency (EPA) proposes and seeks comment on an exclusion from the definition of solid waste which would streamline RCRA management requirements for used cathode ray tubes (CRTs) and glass removed from CRTs sent for recycling. In today's notice, the Agency also clarifies the status of used CRTs sent for reuse. In addition, EPA proposes and seeks comment on streamlining management requirements for used mercury- containing equipment by adding it to the federal list of universal wastes.","action":"Proposed rule.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2002/06/12/02-13116.html","cfr_references":[{"chapter":null,"citation_url":null,"part":260,"title":40},{"chapter":null,"citation_url":null,"part":261,"title":40},{"chapter":null,"citation_url":null,"part":264,"title":40},{"chapter":null,"citation_url":null,"part":268,"title":40},{"chapter":null,"citation_url":null,"part":270,"title":40},{"chapter":null,"citation_url":null,"part":273,"title":40}],"citation":"67 FR 40508","comment_url":null,"comments_close_on":"2002-08-12","correction_of":null,"corrections":[],"dates":"To make sure EPA considers your comments or suggested revisions to this proposal, they must be postmarked on or before August 12, 2002.","disposition_notes":null,"docket_ids":["FRL-7217-7"],"dockets":[],"document_number":"02-13116","effective_on":null,"end_page":40528,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2002/06/12/02-13116.xml","html_url":"https://www.federalregister.gov/documents/2002/06/12/02-13116/hazardous-waste-management-system-modification-of-the-hazardous-waste-program-cathode-ray-tubes-and","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/02-13116?publication_date=2002-06-12","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2002-06-12/02-13116/mods.xml","not_received_for_publication":null,"page_length":21,"page_views":{"count":1358,"last_updated":"2026-06-24 16:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2002-06-12/pdf/02-13116.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2002-06-12","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2002/06/12/02-13116.txt","regulation_id_number_info":{"2050-AE52":{"issue":"200404","html_url":"https://www.federalregister.gov/regulations/2050-AE52/recycling-of-cathode-ray-tubes-crts-and-mercury-containing-equipment-changes-to-hazardous-waste-regu","title":"Recycling of Cathode Ray Tubes (CRTs) and Mercury-Containing Equipment: Changes to Hazardous Waste Regulations","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200404&RIN=2050-AE52&operation=OPERATION_EXPORT_XML","priority_category":"Other Significant"}},"regulation_id_numbers":["2050-AE52"],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":true,"signing_date":null,"start_page":40508,"subtype":null,"title":"Hazardous Waste Management System; Modification of the Hazardous Waste Program; Cathode Ray Tubes and Mercury-Containing Equipment","toc_doc":"Cathode ray tubes and mercury-containing equipment","toc_subject":"Hazardous waste:","topics":["Administrative practice and procedure","Confidential business information","Environmental protection","Hazardous materials transportation","Hazardous waste","Packaging and containers","Recycling","Reporting and recordkeeping requirements","Security measures","Surety bonds","Waste treatment and disposal"],"type":"Proposed Rule","volume":67}
