{"abstract":"The Department of Transportation and Related Agencies Appropriations Act, 2001, amended the Federal Election Campaign Act (\"FECA\" or \"the Act\") to allow a candidate to obtain a loan derived from an advance on a candidate's brokerage account, credit card, home equity line of credit, or other line of credit available to the candidate. The Federal Election Commission (\"Commission\") is issuing this final rule to implement this amendment to the FECA including reporting requirements.
