{"abstract":"The Small Business Administration proposes to amend its regulations for the Historically Underutilized Business Zone Program (HUBZone Program). On December 21, 2000, the Small Business Reauthorization Act of 2000 made several changes to the HUBZone Program, including changes to the eligibility requirements for small business concerns owned by Native American Tribal Governments and Community Development Corporations, and the addition of new HUBZone areas called redesignated areas. This proposed rule addresses these statutory amendments, clarifies several regulations, and makes some technical changes, including changes to website addresses. In addition, SBA proposes to amend its regulations, which address subcontracting limitations. Specifically, SBA proposes consolidating all of the subcontracting limitations requirements into one regulation, rather than have them scattered throughout SBA's chapter of the Code of Federal Regulations. In addition, SBA proposes language explaining how to petition for changes in the subcontracting limitations requirements. Finally, SBA proposes to amend its size regulations to make SBA's application of the nonmanufacturer rule consistent for all programs. This change corresponds to a similar change made in this rule with respect to HUBZone contracts. For contracts below the simplified acquisition threshold, SBA proposes to permit a small business nonmanufacturer to submit the product of any manufacturer, including a large business, and still be considered small.","action":"Proposed rule.","agencies":[{"raw_name":"SMALL BUSINESS ADMINISTRATION","name":"Small Business Administration","id":468,"url":"https://www.federalregister.gov/agencies/small-business-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/468","parent_id":null,"slug":"small-business-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2002/01/28/02-1834.html","cfr_references":[{"chapter":null,"citation_url":null,"part":121,"title":13},{"chapter":null,"citation_url":null,"part":125,"title":13},{"chapter":null,"citation_url":null,"part":126,"title":13}],"citation":"67 FR 3826","comment_url":null,"comments_close_on":"2002-02-27","correction_of":null,"corrections":[],"dates":"Comments must be received on or before February 27, 2002.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"02-1834","effective_on":null,"end_page":3844,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2002/01/28/02-1834.xml","html_url":"https://www.federalregister.gov/documents/2002/01/28/02-1834/small-business-size-regulations-government-contracting-programs-hubzone-program","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/02-1834?publication_date=2002-01-28","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2002-01-28/02-1834/mods.xml","not_received_for_publication":null,"page_length":19,"page_views":{"count":248,"last_updated":"2026-08-24 00:15:06 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2002-01-28/pdf/02-1834.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2002-01-28","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2002/01/28/02-1834.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":3826,"subtype":null,"title":"Small Business Size Regulations; Government Contracting Programs; HUBZone Program","toc_doc":"Miscellaneous amendments","toc_subject":"HUBZone program:","topics":["Administrative practice and procedure","Government contracts","Government procurement","Government property","Grant programs-business","Loan programs-business","Reporting and recordkeeping requirements","Small businesses","Technical assistance"],"type":"Proposed Rule","volume":67}
