{"abstract":"The Coast Guard has established moving and fixed security zones around any liquefied hazardous gas (LHG) tank vessel while the vessel is anchored, moored, or underway within the Los Angeles-Long Beach, California, port area. These security zones will take effect upon the entry of any LHG vessel into the waters within three nautical miles outside of the Federal breakwaters encompassing San Pedro Bay and will remain in effect until the LHG vessel departs the three nautical mile limit. These security zones are needed for national security reasons to protect the LHG vessel, the public, and the surrounding area from potential subversive acts, accidents, or other events of a similar nature. Entry into these zones is prohibited unless specifically authorized by the Captain of the Port Los Angeles-Long Beach, or his designated representative.","action":"Temporary final rule.","agencies":[{"raw_name":"DEPARTMENT OF TRANSPORTATION","name":"Transportation Department","id":492,"url":"https://www.federalregister.gov/agencies/transportation-department","json_url":"https://www.federalregister.gov/api/v1/agencies/492","parent_id":null,"slug":"transportation-department"},{"raw_name":"Coast Guard","name":"Coast Guard","id":53,"url":"https://www.federalregister.gov/agencies/coast-guard","json_url":"https://www.federalregister.gov/api/v1/agencies/53","parent_id":227,"slug":"coast-guard"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2002/01/28/02-2039.html","cfr_references":[{"chapter":null,"citation_url":null,"part":165,"title":33}],"citation":"67 FR 3814","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"The rule is effective from 7 p.m. PST on January 14, 2002 to 11:59 p.m. PDT on June 15, 2002.","disposition_notes":null,"docket_ids":["COTP Los Angeles-Long Beach 02-002"],"dockets":[],"document_number":"02-2039","effective_on":"2002-01-14","end_page":3816,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2002/01/28/02-2039.xml","html_url":"https://www.federalregister.gov/documents/2002/01/28/02-2039/security-zones-san-pedro-bay-california","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/02-2039?publication_date=2002-01-28","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2002-01-28/02-2039/mods.xml","not_received_for_publication":null,"page_length":3,"page_views":{"count":19,"last_updated":"2026-04-04 12:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2002-01-28/pdf/02-2039.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2002-01-28","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2002/01/28/02-2039.txt","regulation_id_number_info":{"2115-AA97":{"issue":"200204","html_url":"https://www.federalregister.gov/regulations/2115-AA97/safety-security-zone-regulations","title":"Safety/Security Zone Regulations","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200204&RIN=2115-AA97&operation=OPERATION_EXPORT_XML","priority_category":"Routine and Frequent"}},"regulation_id_numbers":["2115-AA97"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T06:17:24Z"},"regulations_dot_gov_url":null,"significant":false,"signing_date":null,"start_page":3814,"subtype":null,"title":"Security Zones; San Pedro Bay, California","toc_doc":"San Pedro Bay, CA; security zones","toc_subject":"Ports and waterways safety:","topics":["Harbors","Marine safety","Navigation (water)","Reporting and recordkeeping requirements","Security measures","Waterways"],"type":"Rule","volume":67}
