{"abstract":"With certain exceptions, section 6(e)(3) of the Toxic Substances Control Act (TSCA) bans the manufacture (including import), processing, and distribution in commerce of polychlorinated biphenyls (PCBs). One of these exceptions is TSCA section 6(e)(3)(B), which gives EPA authority to grant petitions to perform these activities for a period of up to 12 months, provided EPA can make certain findings by rule. In January and April 2001, the United States Defense Logistics Agency (DLA), a component of the Department of Defense (DoD), submitted two petitions to EPA to import foreign-manufactured PCBs that DoD currently owns in Japan and Wake Island for disposal in the United States. In this document, EPA is proposing to grant both of DLA's petitions and is soliciting public comment on this decision; if finalized, this decision to grant would allow DLA to engage in the import of these PCBs for disposal.","action":"Proposed rule.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2002/09/17/02-23718.html","cfr_references":[{"chapter":null,"citation_url":null,"part":761,"title":40}],"citation":"67 FR 58567","comment_url":null,"comments_close_on":"2002-10-17","correction_of":null,"corrections":[],"dates":"Comments, identified by the docket ID number OPPT-2002-0013, must be received by EPA on or before October 17, 2002.","disposition_notes":null,"docket_ids":["OPPT-2002-0013","FRL-7176-1"],"dockets":[],"document_number":"02-23718","effective_on":null,"end_page":58578,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2002/09/17/02-23718.xml","html_url":"https://www.federalregister.gov/documents/2002/09/17/02-23718/polychlorinated-biphenyls-manufacturing-import-exemptions","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/02-23718?publication_date=2002-09-17","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2002-09-17/02-23718/mods.xml","not_received_for_publication":null,"page_length":12,"page_views":{"count":188,"last_updated":"2026-07-26 16:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2002-09-17/pdf/02-23718.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2002-09-17","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2002/09/17/02-23718.txt","regulation_id_number_info":{"2070-AB20":{"issue":"200210","html_url":"https://www.federalregister.gov/regulations/2070-AB20/polychlorinated-biphenyls-pcbs-exemptions-from-the-prohibitions-against-manufacturing-processing-and","title":"Polychlorinated Biphenyls (PCBs); Exemptions From the Prohibitions Against Manufacturing, Processing, and Distribution in Commerce","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200210&RIN=2070-AB20&operation=OPERATION_EXPORT_XML","priority_category":"Substantive, Nonsignificant"}},"regulation_id_numbers":["2070-AB20"],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":false,"signing_date":null,"start_page":58567,"subtype":null,"title":"Polychlorinated Biphenyls; Manufacturing (Import) Exemptions","toc_doc":"Manufacturing (including import), processing, and distribution in commerce; exemptions","toc_subject":"Toxic substances:","topics":["Environmental protection","Hazardous substances","Labeling","Polychlorinated biphenyls (PCB's)","Reporting and recordkeeping requirements"],"type":"Proposed Rule","volume":67}
