{"abstract":"Shortly after the September 11, 2001 terrorist attacks, the President signed the \"September 11th Victim Compensation Fund of 2001\" (the \"Fund\") into law as Title IV of Public Law 107-42 (\"Air Transportation Safety and System Stabilization Act\") (the \"Act\"). The Act authorizes compensation to any individual (or the personal representative of a deceased individual) who was physically injured or killed as a result of the terrorist-related aircraft crashes on that day. This final rule is the third and final step in the Department of Justice's promulgation of regulations pursuant to Sec. 407 of the Act, following the November 5, 2001 Notice of Inquiry and Advance Notice of Rulemaking (\"Notice of Inquiry\") and the December 21, 2001 interim final rule. After reviewing the extensive public comments and meeting with numerous victims, victims' families, and other groups, the Department of Justice, in consultation with the Special Master, is issuing this final rule and associated commentary, which make certain clarifications and changes that are designed to address issues raised by victims, their families, and thousands of other Americans.
