{"abstract":"The EPA is proposing targeted amendments to the national emission standards for the portland cement manufacturing industry promulgated on June 14, 1999 under the authority of section 112 of the Clean Air Act (CAA). This action proposes improvements for implementation of the emission standards, primarily in the areas of applicability, testing, and monitoring to resolve issues and questions raised since promulgation of the rule. In the Rules and Regulations section of this Federal Register, we are making these amendments in a direct final rule, without prior proposal, because we view these revisions as noncontroversial, and we anticipate no adverse comments. We have explained our reasons for these revisions in the preamble to the direct final rule. If we receive no adverse comments, we will take no further action on this proposed rule. If we receive adverse comments, we will publish a timely withdrawal of the direct final rule in the Federal Register. All public comments will be addressed in a subsequent final rule based on this proposed rule. We will not institute a second commenter period on that subsequent final rule.
