{"abstract":null,"action":"For the proposed action, the environmental impacts are not expected to be significant. Effluent releases and potential doses to the public are regulated by the State of Utah and are not anticipated to change as a result of this revision. In a 2001 EA for Waste Control Specialists, LLC (WCS) (66 FR 56358), the staff found that there would be no significant radiological or nonradiological impacts resulting from the proposed limits of uranium and plutonium, and the same limits are being applied to Envirocare in this revision of its Order. In addition, these revisions to the Order are not expected to significantly change environmental impacts from current operations at Envirocare. WCS does not use magnesium oxide in its processing; therefore, in order to use the same limits for uranium and plutonium at its facility, Envirocare will not use magnesium oxide during treatment of the waste stream allowed by the revision. This will help ensure criticality safety during processing.","agencies":[{"raw_name":"NUCLEAR REGULATORY COMMISSION","name":"Nuclear Regulatory Commission","id":383,"url":"https://www.federalregister.gov/agencies/nuclear-regulatory-commission","json_url":"https://www.federalregister.gov/api/v1/agencies/383","parent_id":null,"slug":"nuclear-regulatory-commission"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2003/10/16/03-26137.html","cfr_references":[],"citation":"68 FR 59645","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":null,"disposition_notes":null,"docket_ids":["Docket No. 40-8989"],"dockets":[],"document_number":"03-26137","effective_on":null,"end_page":59647,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2003/10/16/03-26137.xml","html_url":"https://www.federalregister.gov/documents/2003/10/16/03-26137/issuance-of-environmental-assessment-and-finding-of-no-significant-impact-for-exemption-from-certain","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/03-26137?publication_date=2003-10-16","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2003-10-16/03-26137/mods.xml","not_received_for_publication":null,"page_length":3,"page_views":{"count":32,"last_updated":"2026-10-24 06:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2003-10-16/pdf/03-26137.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2003-10-16","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2003/10/16/03-26137.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":59645,"subtype":null,"title":"Issuance of Environmental Assessment and Finding of No Significant Impact for Exemption From Certain NRC Licensing Requirements for Special Nuclear Material for Envirocare of Utah, Inc.","toc_doc":"Envirocare of Utah, Inc.","toc_subject":"Special nuclear material licensing requirements; exemptions:","topics":[],"type":"Notice","volume":68}
