{"abstract":"This document responds, in part, to petitions for reconsideration of the amendments we made in December 2001 to our May 2000 Advanced Air Bag Rule. Because of time constraints faced by vehicle manufacturers in certifying a portion of their fleet to the advanced air bag requirements, we bifurcated our response. This document addresses detailed seat and dummy positioning procedures. In particular, we are responding to those portions regarding seat positioning procedures when using the 5th percentile adult female test dummy in the barrier test and the low risk deployment test; when using the 3-year-old and 6-year-old test dummies in the low risk deployment test; the fore and aft seat location for rear facing child restraint systems (RFCRSs); and the seat track position for the low risk deployment test. This document responds to test dummy positioning procedure issues, specifically those addressing foot positioning of the 5th percentile adult female test dummy; positioning out-of-position test dummies; and positioning of test dummy hands. This document amends the definition of \"Plane B\" and \"Plane D\" as they relate to test dummy positioning, Point 1 under the low risk deployment tests, and addresses other reference points and definitions. This document also amends the list of child restraint systems required for certain compliance testing. A previous document has already dealt with the time sensitive issues and minor technical issues raised in the petitions for reconsideration.","action":"Final rule; response to petitions for reconsideration.","agencies":[{"raw_name":"DEPARTMENT OF TRANSPORTATION","name":"Transportation Department","id":492,"url":"https://www.federalregister.gov/agencies/transportation-department","json_url":"https://www.federalregister.gov/api/v1/agencies/492","parent_id":null,"slug":"transportation-department"},{"raw_name":"National Highway Traffic Safety Administration","name":"National Highway Traffic Safety Administration","id":345,"url":"https://www.federalregister.gov/agencies/national-highway-traffic-safety-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/345","parent_id":492,"slug":"national-highway-traffic-safety-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2003/11/19/03-28479.html","cfr_references":[{"chapter":null,"citation_url":null,"part":571,"title":49}],"citation":"68 FR 65179","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Effective date: The amendments made in this rule are effective January 20, 2004.","disposition_notes":null,"docket_ids":["Docket No. NHTSA 03-16476, Notice 1"],"dockets":[],"document_number":"03-28479","effective_on":"2004-01-20","end_page":65201,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2003/11/19/03-28479.xml","html_url":"https://www.federalregister.gov/documents/2003/11/19/03-28479/federal-motor-vehicle-safety-standards-occupant-crash-protection","images":{"ER19NO03.000":{"large":"https://img.federalregister.gov/ER19NO03.000/ER19NO03.000_large.png","medium":"https://img.federalregister.gov/ER19NO03.000/ER19NO03.000_medium.png","original_size":"https://img.federalregister.gov/ER19NO03.000/ER19NO03.000_original_size.png"}},"images_metadata":{"ER19NO03.000":{"large":{"identifier":"ER19NO03.000","content_type":"image/png","size":23802,"width":821,"sha":"aafaa3cabbbc7d07195d6a1fa854b08d","url":"https://img.federalregister.gov/ER19NO03.000/ER19NO03.000_large.png","height":599},"medium":{"identifier":"ER19NO03.000","content_type":"image/png","size":9605,"width":443,"sha":"3eccbe46c1c64ef29c1a0edd2a29260b","url":"https://img.federalregister.gov/ER19NO03.000/ER19NO03.000_medium.png","height":323},"original_size":{"identifier":"ER19NO03.000","content_type":"image/png","size":73047,"width":3340,"sha":"38ae8052ac774f5449f0eb77ae9e0acd","url":"https://img.federalregister.gov/ER19NO03.000/ER19NO03.000_original_size.png","height":2437}}},"json_url":"https://www.federalregister.gov/api/v1/documents/03-28479?publication_date=2003-11-19","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2003-11-19/03-28479/mods.xml","not_received_for_publication":null,"page_length":23,"page_views":{"count":516,"last_updated":"2026-04-04 12:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2003-11-19/pdf/03-28479.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2003-11-19","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2003/11/19/03-28479.txt","regulation_id_number_info":{"2127-AI82":{"issue":"200304","html_url":"https://www.federalregister.gov/regulations/2127-AI82/fmvss-no-208-advanced-air-bag-petitions-for-reconsideration-part-2-","title":"FMVSS No. 208 Advanced Air Bag Petitions for Reconsideration (Part 2)","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200304&RIN=2127-AI82&operation=OPERATION_EXPORT_XML","priority_category":"Substantive, Nonsignificant"}},"regulation_id_numbers":["2127-AI82"],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":false,"signing_date":null,"start_page":65179,"subtype":null,"title":"Federal Motor Vehicle Safety Standards; Occupant Crash Protection","toc_doc":"Future air bags designed to create less risk of serious injuries for small women and young children, etc.","toc_subject":"Motor vehicle safety standards:","topics":["Imports","Motor vehicle safety","Reporting and recordkeeping requirements","Tires"],"type":"Rule","volume":68}
