{"abstract":"The FMCSA revises its hours-of-service (HOS) regulations to require motor carriers of property to provide drivers with better opportunities to obtain sleep, and thereby reduce the incidence of crashes attributed in whole or in part to drivers operating commercial motor vehicles (CMVs) while drowsy, tired, or fatigued. This action is necessary because the FMCSA estimates that between 196 and 585 fatalities occur each year on the Nation's roads because of drowsy, tired, or fatigued CMV drivers transporting property. The FMCSA estimates that this final rule when adhered to fully will save between 24 and 75 lives each year as a result of giving truck drivers an increased incremental amount of time to obtain rest and sleep.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF TRANSPORTATION","name":"Transportation Department","id":492,"url":"https://www.federalregister.gov/agencies/transportation-department","json_url":"https://www.federalregister.gov/api/v1/agencies/492","parent_id":null,"slug":"transportation-department"},{"raw_name":"Federal Motor Carrier Safety Administration","name":"Federal Motor Carrier Safety Administration","id":181,"url":"https://www.federalregister.gov/agencies/federal-motor-carrier-safety-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/181","parent_id":492,"slug":"federal-motor-carrier-safety-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2003/04/28/03-9971.html","cfr_references":[{"chapter":null,"citation_url":null,"part":385,"title":49},{"chapter":null,"citation_url":null,"part":390,"title":49},{"chapter":null,"citation_url":null,"part":395,"title":49}],"citation":"68 FR 22456","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"The effective date is June 27, 2003, except for Sec. 395.0 which is effective from June 27, 2003, through June 30, 2004.","disposition_notes":null,"docket_ids":["Docket No. FMCSA-97-2350"],"dockets":[],"document_number":"03-9971","effective_on":"2003-06-27","end_page":22517,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2003/04/28/03-9971.xml","html_url":"https://www.federalregister.gov/documents/2003/04/28/03-9971/hours-of-service-of-drivers-driver-rest-and-sleep-for-safe-operations","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/03-9971?publication_date=2003-04-28","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2003-04-28/03-9971/mods.xml","not_received_for_publication":null,"page_length":62,"page_views":{"count":4509,"last_updated":"2026-07-26 08:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2003-04-28/pdf/03-9971.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2003-04-28","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2003/04/28/03-9971.txt","regulation_id_number_info":{"2126-AA23":{"issue":"200304","html_url":"https://www.federalregister.gov/regulations/2126-AA23/hours-of-service-of-drivers-driver-rest-and-sleep-for-safe-operations","title":"Hours of Service of Drivers; Driver Rest and Sleep for Safe Operations","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200304&RIN=2126-AA23&operation=OPERATION_EXPORT_XML","priority_category":"Economically Significant"}},"regulation_id_numbers":["2126-AA23"],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":true,"signing_date":null,"start_page":22456,"subtype":null,"title":"Hours of Service of Drivers; Driver Rest and Sleep for Safe Operations","toc_doc":"Fatigue prevention; driver rest and sleep for safe operations","toc_subject":"Motor carrier safety standards:","topics":["Administrative practice and procedure","Highway safety","Intermodal transportation","Motor carriers","Motor vehicle safety","Reporting and recordkeeping requirements"],"type":"Rule","volume":68}
