{"abstract":"The Commission is revising its rules to promote more efficient and effective organizational structure and to promote homeland security. Specifically, the Commission is revising its rules to reflect the creation of the Office of Homeland Security within the Enforcement Bureau, describe the Office's functions and delegated authority, and make other conforming changes.
