{"abstract":"This final rule adopts, with changes, the interim rule published on April 29, 2003, that required the installation of fire- suppression systems in the engine rooms of towing vessels and voyage planning. This rule aims at reducing the number of uncontrolled engine- room fires and other mishaps on towing vessels.
