{"abstract":"This proposed rule would upgrade BOP and well control requirements for well-workover operations performed using coiled tubing with the production tree in place. Since 1997 there have been eight incidents on Outer Continental Shelf (OCS) facilities in the Gulf of Mexico OCS Region while coiled tubing operations were being conducted.
