{"abstract":"The Department of Energy (DOE) prepared a Final Environmental Impact Statement for Construction and Operation of a Depleted Uranium Hexafluoride Conversion Facility at the Paducah, Kentucky, Site (FEIS) (DOE/EIS-0359). The FEIS Notice of Availability was published by the U.S. Environmental Protection Agency (EPA) in the Federal Register (69 FR 34161) on June 18, 2004. In the FEIS, DOE considered the potential environmental impacts from the construction, operation, maintenance, and decontamination and decommissioning (D&D) of the proposed depleted uranium hexafluoride (DUF<INF>6</INF>) conversion facility at three alternative locations within the Paducah site, including transportation of depleted uranium conversion products and waste materials to a disposal facility; transportation and sale of the aqueous hydrogen fluoride (HF) produced as a conversion co-product; and neutralization of aqueous HF to calcium fluoride (CAF<INF>2</INF>) and its sale or disposal in the event that the aqueous HF product is not sold. An option of shipping the East Tennessee Technology Park (ETTP) cylinders to the Paducah site has also been considered, as has an option of expanding operations by increasing efficiency or extending the period of operation. A similar EIS was issued concurrently for construction and operation of a DUF<INF>6</INF> conversion facility at DOE's Portsmouth, Ohio, site (DOE/EIS-0360). DOE has decided to construct and operate the conversion facility in the south-central portion of the Paducah site, the preferred alternative identified in the FEIS as Location A. Groundbreaking for construction of the facility will commence on or before July 31, 2004, as anticipated by Public Law (Pub. L.) 107-206. The aqueous HF produced during conversion will be sold for use, pending approval of authorized release limits, as appropriate.","action":"Record of decision.","agencies":[{"raw_name":"DEPARTMENT OF ENERGY","name":"Energy Department","id":136,"url":"https://www.federalregister.gov/agencies/energy-department","json_url":"https://www.federalregister.gov/api/v1/agencies/136","parent_id":null,"slug":"energy-department"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2004/07/27/04-17050.html","cfr_references":[],"citation":"69 FR 44654","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":null,"disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"04-17050","effective_on":null,"end_page":44658,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2004/07/27/04-17050.xml","html_url":"https://www.federalregister.gov/documents/2004/07/27/04-17050/record-of-decision-for-construction-and-operation-of-a-depleted-uranium-hexafluoride-conversion","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/04-17050?publication_date=2004-07-27","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2004-07-27/04-17050/mods.xml","not_received_for_publication":null,"page_length":5,"page_views":{"count":45,"last_updated":"2026-04-04 16:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2004-07-27/pdf/04-17050.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2004-07-27","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2004/07/27/04-17050.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T12:47:55Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":44654,"subtype":null,"title":"Record of Decision for Construction and Operation of a Depleted Uranium Hexafluoride Conversion Facility at the Paducah, KY, Site","toc_doc":"Paducah, KY; depleted uranium hexafluoride conversion facility; construction and operation","toc_subject":"Environmental statements; record of decision:","topics":[],"type":"Notice","volume":69}
