{"abstract":"This document is a summary of the Second Report and Order adopted by the Commission in this proceeding. The Commission modified the band plan for the 36.0-51.4 GHz band. Specifically, the Commission made various designation and allocation changes in the 37.0-42.0 GHz band to create contiguous spectrum for both fixed-satellite services and terrestrial fixed and mobile services (wireless services), which reflects decisions made at the 2000 and 2003 World Radiocommunication Conferences. The Commission finalized the satellite and terrestrial designations required by the Commission's \"soft-segmentation\" approach and adopted service rules for satellite services, including gateway
