{"abstract":"An interim final rule establishing procedures for the imposition, by the Secretary of Health and Human Services, of civil money penalties on entities that violate standards adopted by the Secretary under the Administrative Simplification provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) was published on April 17, 2003. The interim final rule expires on September 16, 2004. This regulatory action extends the expiration date one year to avoid the disruption of ongoing enforcement actions while HHS proceeds with rulemaking to develop a more comprehensive enforcement rule.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF HEALTH AND HUMAN SERVICES","name":"Health and Human Services Department","id":221,"url":"https://www.federalregister.gov/agencies/health-and-human-services-department","json_url":"https://www.federalregister.gov/api/v1/agencies/221","parent_id":null,"slug":"health-and-human-services-department"},{"raw_name":"Office of the Secretary"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2004/09/15/04-20842.html","cfr_references":[{"chapter":null,"citation_url":null,"part":160,"title":45}],"citation":"69 FR 55515","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Effective September 15, 2004, the expiration date of 45 CFR part 160, subpart E is extended from September 16, 2004, to September 16, 2005.","disposition_notes":null,"docket_ids":["CMS-0010-IFC"],"dockets":[],"document_number":"04-20842","effective_on":"2004-09-15","end_page":55516,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2004/09/15/04-20842.xml","html_url":"https://www.federalregister.gov/documents/2004/09/15/04-20842/civil-money-penalties-procedures-for-investigations-imposition-of-penalties-and-hearings-extension","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/04-20842?publication_date=2004-09-15","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2004-09-15/04-20842/mods.xml","not_received_for_publication":null,"page_length":2,"page_views":{"count":69,"last_updated":"2026-10-24 18:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2004-09-15/pdf/04-20842.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2004-09-15","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2004/09/15/04-20842.txt","regulation_id_number_info":{"0938-AM63":null},"regulation_id_numbers":["0938-AM63"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T13:22:10Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":55515,"subtype":null,"title":"Civil Money Penalties: Procedures for Investigations, Imposition of Penalties, and Hearings-Extension of Expiration Date","toc_doc":"Civil money penalties; investigations procedures, penalties imposition, and hearings","toc_subject":"Health insurance reform:","topics":["Administrative practice and procedure","Computer technology","Employee benefit plans","Health","Health care","Health facilities","Health insurance","Health records","Hospitals","Investigations","Medicaid","Medical research","Medicare","Penalties","Privacy","Reporting and recordkeeping requirements"],"type":"Rule","volume":69}
