{"abstract":"This document seeks comment on issues relating to services and applications utilizing Internet Protocol (IP), collectively referred to here as \"IP-enabled services.\" These services include, but are not limited to, voice over IP (VoIP) services, other communications capabilities utilizing the Internet Protocol, software-based applications that facilitate use of those services, and future services using IP expected to emerge in the market. As customers begin to substitute IP-enabled services for traditional communications, the Commission seeks comment as to the rate and extent of that substitution. Further, comments are requested on IP-enabled services presently available, expected future development of such services, how to distinguish among such services, and what regulatory requirements, if any, should apply to IP-enabled services. This NPRM seeks comment on ways in which the Commission might categorize IP-enabled services to ensure that any regulations applied are limited to those services and/or applications for which they are most appropriate. In particular, comments are requested on whether the services comprising each category constitute \"telecommunications services\" or \"information services\" under the definitions set forth in the Act. Noting the importance of these legal classifications, as well as the Commission's statutory forbearance authority and Title 1 ancillary jurisdiction, this NPRM describes several central regulatory requirements and asks which, if any, should apply to each category of IP-enabled service. These regulatory requirements include, among others, those addressing disability accessibility, the 911 and E911 systems, access charges, universal service, consumer protection, and traditional common carrier obligations.","action":"Notice of proposed rulemaking.","agencies":[{"raw_name":"FEDERAL COMMUNICATIONS COMMISSION","name":"Federal Communications Commission","id":161,"url":"https://www.federalregister.gov/agencies/federal-communications-commission","json_url":"https://www.federalregister.gov/api/v1/agencies/161","parent_id":null,"slug":"federal-communications-commission"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2004/03/29/04-6944.html","cfr_references":[{"chapter":0,"citation_url":null,"part":null,"title":47}],"citation":"69 FR 16193","comment_url":null,"comments_close_on":"2004-06-28","correction_of":null,"corrections":[],"dates":"Comments are due on or before May 28, 2004, and Reply Comments are due on or before June 28, 2004.","disposition_notes":null,"docket_ids":["WC Docket No. 04-36","FCC 04-28"],"dockets":[],"document_number":"04-6944","effective_on":null,"end_page":16202,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2004/03/29/04-6944.xml","html_url":"https://www.federalregister.gov/documents/2004/03/29/04-6944/review-of-regulatory-requirements-for-ip-enabled-services","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/04-6944?publication_date=2004-03-29","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2004-03-29/04-6944/mods.xml","not_received_for_publication":null,"page_length":10,"page_views":{"count":69,"last_updated":"2026-10-22 22:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2004-03-29/pdf/04-6944.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2004-03-29","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2004/03/29/04-6944.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T11:14:45Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":16193,"subtype":null,"title":"Review of Regulatory Requirements for IP-Enabled Services","toc_doc":"Internet Protocol (IP)-enabled services; regulatory review","toc_subject":"Common carrier services:","topics":[],"type":"Proposed Rule","volume":69}
