{"abstract":"In response to a request by Pastificio Carmine Russo S.p.A. (\"Russo\") , the Department of Commerce (\"the Department\") is conducting a new shipper review of the antidumping duty order on certain pasta (\"pasta\") from Italy for the period of review (\"POR\") July 1, 2002, through December 31, 2002. We preliminarily determine that during the POR, Russo sold subject merchandise at less than normal value (\"NV\"). If these preliminary results are adopted in the final results of this new shipper review, we will instruct the U.S. Customs and Border Protection (\"CBP\") to assess antidumping duties equal to the difference between the export price (\"EP\") and NV.
