{"abstract":"The Bureau of Customs and Border Protection (CBP) suspends the liquidation of entries of merchandise subject to antidumping and/or countervailing duties (AD/CVD) until liquidation instructions are received from the Department of Commerce. Due to the extended liquidation cycle of AD/CVD entries, CBP is only now beginning to receive liquidation instructions from the Department of Commerce for many AD/CVD entries from previous years. Unfortunately, AD/CVD entry documents which were maintained by CBP at 6 World Trade Center in New York, New York, were destroyed in the terrorist attack of September 11, 2001. This notice announces that CBP is providing importers with the option to provide a reconstructed entry summary package to CBP for liquidation of these entries. Failure by the importer to provide a reconstructed entry summary package within the time frame described in this notice may result in liquidation by CBP of the entry, or entries, based upon the information available within the Automated Commercial System (ACS).","action":"General notice.","agencies":[{"raw_name":"DEPARTMENT OF HOMELAND SECURITY","name":"Homeland Security Department","id":227,"url":"https://www.federalregister.gov/agencies/homeland-security-department","json_url":"https://www.federalregister.gov/api/v1/agencies/227","parent_id":null,"slug":"homeland-security-department"},{"raw_name":"Customs and Border Protection","name":"U.S. Customs and Border Protection","id":501,"url":"https://www.federalregister.gov/agencies/u-s-customs-and-border-protection","json_url":"https://www.federalregister.gov/api/v1/agencies/501","parent_id":227,"slug":"u-s-customs-and-border-protection"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2005/08/26/05-17045.html","cfr_references":[],"citation":"70 FR 50390","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"If a reconstructed entry summary package is not received by the Bureau of Customs and Border Protection within 30 days following publication by the Department of Commerce that suspension of the liquidation of the subject entry, or entries, has been lifted, and the Department of Commerce has issued final assessment instructions, CBP will begin liquidating the entries based on the information available in ACS.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"05-17045","effective_on":null,"end_page":50391,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2005/08/26/05-17045.xml","html_url":"https://www.federalregister.gov/documents/2005/08/26/05-17045/entries-of-antidumping-andor-countervailing-duties-destroyed-september-11-2001","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/05-17045?publication_date=2005-08-26","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2005-08-26/05-17045/mods.xml","not_received_for_publication":null,"page_length":2,"page_views":{"count":239,"last_updated":"2026-04-04 16:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2005-08-26/pdf/05-17045.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2005-08-26","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2005/08/26/05-17045.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T17:06:49Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":50390,"subtype":null,"title":"Entries of Antidumping and/or Countervailing Duties Destroyed September 11, 2001","toc_doc":"World Trade Center disaster; liquidation of entries of merchandise subject to antidumping and countervailing duties; suspension","toc_subject":"Liquidation of duties:","topics":[],"type":"Notice","volume":70}
