{"abstract":"This document responds to Section 4(b) and Section 3(b)(2) of Anton's Law, which directed NHTSA to initiate rulemaking on child restraint system safety, with a specific focus on booster seats and restraints for children who weigh more than 50 pounds (lb). After the enactment of Anton's Law, this agency increased the applicability of Federal Motor Vehicle Safety Standard (FMVSS) No. 213, Child restraint systems, from restraints recommended for children up to 50 lb to restraints recommended for children up to 65 lb. Today's document proposes a further expansion, to restraints recommended for children up to 80 lb. It also proposes to require booster seats and other restraints to meet performance criteria when tested with a crash test dummy representative of a 10-year-old child. Section 4(a) and all other provisions of Section 3 were addressed in rulemaking documents issued previously by NHTSA.","action":"Notice of proposed rulemaking (NPRM).","agencies":[{"raw_name":"DEPARTMENT OF TRANSPORTATION","name":"Transportation Department","id":492,"url":"https://www.federalregister.gov/agencies/transportation-department","json_url":"https://www.federalregister.gov/api/v1/agencies/492","parent_id":null,"slug":"transportation-department"},{"raw_name":"National Highway Traffic Safety Administration","name":"National Highway Traffic Safety Administration","id":345,"url":"https://www.federalregister.gov/agencies/national-highway-traffic-safety-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/345","parent_id":492,"slug":"national-highway-traffic-safety-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2005/08/31/05-17218.html","cfr_references":[{"chapter":null,"citation_url":null,"part":571,"title":49}],"citation":"70 FR 51720","comment_url":null,"comments_close_on":"2005-10-31","correction_of":null,"corrections":[],"dates":"You should submit comments early enough to ensure that Docket Management receives them not later than October 31, 2005.","disposition_notes":null,"docket_ids":["Docket No. NHTSA-2005-21245"],"dockets":[],"document_number":"05-17218","effective_on":null,"end_page":51732,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2005/08/31/05-17218.xml","html_url":"https://www.federalregister.gov/documents/2005/08/31/05-17218/federal-motor-vehicle-safety-standards-child-restraint-systems","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/05-17218?publication_date=2005-08-31","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2005-08-31/05-17218/mods.xml","not_received_for_publication":null,"page_length":13,"page_views":{"count":231,"last_updated":"2026-05-06 10:15:17 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2005-08-31/pdf/05-17218.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2005-08-31","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2005/08/31/05-17218.txt","regulation_id_number_info":{"2127-AJ44":{"issue":"201104","html_url":"https://www.federalregister.gov/regulations/2127-AJ44/fmvss-213-addition-of-10-year-old-test-dummy","title":"FMVSS 213, Addition of 10-Year Old Test Dummy","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=201104&RIN=2127-AJ44&operation=OPERATION_EXPORT_XML","priority_category":"Substantive, Nonsignificant"}},"regulation_id_numbers":["2127-AJ44"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T17:05:01Z"},"regulations_dot_gov_url":null,"significant":false,"signing_date":null,"start_page":51720,"subtype":null,"title":"Federal Motor Vehicle Safety Standards; Child Restraint Systems","toc_doc":"Booster seats and restraints for children weighing more than 50 lbs.","toc_subject":"Motor vehicle safety standards:","topics":["Imports","Motor vehicle safety","Reporting and recordkeeping requirements"],"type":"Proposed Rule","volume":70}
