{"abstract":"This final rule implements statutory changes that enable the use of mixed-finance and for-profit participation in the Section 202 Supportive Housing program for the elderly and the Section 811 Supportive Housing program for persons with disabilities, as well as makes other changes to those programs. The rule uses the mixed-finance development model to leverage the capital and expertise of the private developer community to create attractive and affordable supportive housing developments for the elderly and for persons with disabilities. In addition, the rule provides for the leveraging of low-income housing tax credits as well as other sources of funding. The rule sets standards for the participation of limited partner investors (who may be for-profit entities) in partnership with a sole-purpose nonprofit general partner; describes eligible fees and expenses; lays out the use of capital advances in the mixed-finance context; and covers other matters relevant to mixed-finance development of these projects. This final rule follows an interim rule published on December 1, 2003, and takes into consideration public comments on the interim rule.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT","name":"Housing and Urban Development Department","id":228,"url":"https://www.federalregister.gov/agencies/housing-and-urban-development-department","json_url":"https://www.federalregister.gov/api/v1/agencies/228","parent_id":null,"slug":"housing-and-urban-development-department"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2005/09/13/05-18036.html","cfr_references":[{"chapter":null,"citation_url":null,"part":891,"title":24}],"citation":"70 FR 54200","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Effective Date: October 13, 2005.","disposition_notes":null,"docket_ids":["Docket No. FR-4725-F-02"],"dockets":[],"document_number":"05-18036","effective_on":"2005-10-13","end_page":54212,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2005/09/13/05-18036.xml","html_url":"https://www.federalregister.gov/documents/2005/09/13/05-18036/mixed-finance-development-for-supportive-housing-for-the-elderly-or-persons-with-disabilities-and","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/05-18036?publication_date=2005-09-13","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2005-09-13/05-18036/mods.xml","not_received_for_publication":null,"page_length":13,"page_views":{"count":593,"last_updated":"2026-10-23 08:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2005-09-13/pdf/05-18036.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2005-09-13","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2005/09/13/05-18036.txt","regulation_id_number_info":{"2502-AH83":{"issue":"200410","html_url":"https://www.federalregister.gov/regulations/2502-AH83/mixed-finance-development-for-supportive-housing-for-the-elderly-or-persons-with-disabilities-and-ot","title":"Mixed Finance Development for Supportive Housing for the Elderly or Persons With Disabilities and Other Changes to 24 CFR Part 891 (FR-4725)","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200410&RIN=2502-AH83&operation=OPERATION_EXPORT_XML","priority_category":"Other Significant"}},"regulation_id_numbers":["2502-AH83"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T17:07:54Z"},"regulations_dot_gov_url":null,"significant":true,"signing_date":null,"start_page":54200,"subtype":null,"title":"Mixed-Finance Development for Supportive Housing for the Elderly or Persons With Disabilities and Other Changes to 24 CFR Part 891","toc_doc":"Supportive housing for elderly and persons with disabilities; mixed-finance development","toc_subject":"Low income housing:","topics":["Aged","Civil rights","Grant programs-housing and community development","Individuals with disabilities","Loan programs-housing and community development","Low and moderate income housing","Mental health programs","Rent subsidies","Reporting and recordkeeping requirements"],"type":"Rule","volume":70}
