{"abstract":"EPA is proposing to approve Washington's State Implementation Plan for the Wallula, Washington serious nonattainment area for particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers (PM<INF>10</INF>). Initially Wallula was classified as a moderate nonattainment area for PM<INF>10</INF> pursuant to the Clean Air Act Amendments of 1990. In 2001, it was reclassified as a serious nonattainment area for PM<INF>10</INF>. As a result, Washington was required to submit a serious area plan for bringing the area into attainment.
