{"abstract":"The Federal Election Commission is eliminating from its regulations an exemption allowing State, district, and local committees and organizations of a political party to use only Levin funds to pay for certain types of Federal election activity aggregating $5,000 or less in a calendar year. In Shays v. FEC, the District Court invalidated the exemption and remanded the regulation to the Commission for further action consistent with the court's opinion. The Commission appealed this ruling, and the Court of Appeals for the D.C. Circuit affirmed the District Court's decision. The repeal of this rule means that State, district, and local political party committees and organizations must pay for these specific types of Federal election activity either entirely with Federal funds, or with a mix of Federal funds and Levin funds. Further information is provided in the supplementary information that follows.","action":"Final rule.","agencies":[{"raw_name":"FEDERAL ELECTION COMMISSION","name":"Federal Election Commission","id":165,"url":"https://www.federalregister.gov/agencies/federal-election-commission","json_url":"https://www.federalregister.gov/api/v1/agencies/165","parent_id":null,"slug":"federal-election-commission"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2005/11/17/05-22778.html","cfr_references":[{"chapter":null,"citation_url":null,"part":300,"title":11}],"citation":"70 FR 69631","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"The rules at 11 CFR 300.32(c)(4) are effective on December 19, 2005.","disposition_notes":null,"docket_ids":["Notice 2005-26"],"dockets":[],"document_number":"05-22778","effective_on":"2005-12-19","end_page":69633,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2005/11/17/05-22778.xml","html_url":"https://www.federalregister.gov/documents/2005/11/17/05-22778/5000-exemption-for-disbursements-of-levin-funds-by-state-district-and-local-party-committees-and","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/05-22778?publication_date=2005-11-17","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2005-11-17/05-22778/mods.xml","not_received_for_publication":null,"page_length":3,"page_views":{"count":86,"last_updated":"2026-10-23 12:15:06 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2005-11-17/pdf/05-22778.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2005-11-17","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2005/11/17/05-22778.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T17:32:54Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":69631,"subtype":null,"title":"$5,000 Exemption for Disbursements of Levin Funds by State, District, and Local Party Committees and Organizations","toc_doc":"Levin funds disbursed by State, district, and local party committees and organizations; de minimis exemption","toc_subject":"Bipartisan Campaign Reform Act; implementation:","topics":["Campaign funds","Nonprofit organizations","Political candidates","Political committees and parties","Reporting and recordkeeping requirements"],"type":"Rule","volume":70}
