{"abstract":"This document modifies the Commission's rules to reflect ongoing technical developments in cognitive radio technologies. In light of the Commission's experience with these rules, the Commission is modifying and clarifying the equipment rules to further facilitate the development and deployment of software defined and cognitive radios.
