{"abstract":"This final rule establishes the criteria for determining which transportation projects must be analyzed for local particle emissions impacts in PM2.5 and PM10 nonattainment and maintenance areas. This rule establishes requirements in PM<INF>2.5</INF> areas and revises existing requirements in PM<INF>10</INF> areas. If required, an analysis of local particle emissions impacts is done as part of a transportation project's conformity determination. EPA is requiring a local particle emissions impacts analysis for certain transportation projects to ensure that these projects do not adversely impact the national ambient air quality standards and human health. The Clean Air Act requires federally supported highway and transit projects to be consistent with (\"conform to\") the purpose of a state air quality implementation plan. EPA has consulted with the Department of Transportation (DOT) on the development of this final rule, and DOT concurs with its content.","action":"Final rule.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2006/03/10/06-2178.html","cfr_references":[{"chapter":null,"citation_url":null,"part":93,"title":40}],"citation":"71 FR 12468","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"The final rule is effective April 5, 2006, for good cause found as explained in this rule.","disposition_notes":null,"docket_ids":["EPA-HQ-OAR-2003-0049, FRL-8039-5"],"dockets":[],"document_number":"06-2178","effective_on":"2006-04-05","end_page":12511,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2006/03/10/06-2178.xml","html_url":"https://www.federalregister.gov/documents/2006/03/10/06-2178/pm25-and-pm10-hot-spot-analyses-in-project-level-transportation-conformity-determinations-for-the","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/06-2178?publication_date=2006-03-10","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2006-03-10/06-2178/mods.xml","not_received_for_publication":null,"page_length":44,"page_views":{"count":308,"last_updated":"2026-10-22 18:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2006-03-10/pdf/06-2178.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2006-03-10","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2006/03/10/06-2178.txt","regulation_id_number_info":{"2060-AN02":null},"regulation_id_numbers":["2060-AN02"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T18:47:23Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":12468,"subtype":null,"title":"PM2.5 and PM10 Hot-Spot Analyses in Project-Level Transportation Conformity Determinations for the New PM2.5 and Existing PM10 National Ambient Air Quality Standards","toc_doc":"Transportation conformity; 8-hour ozone and fine particular matter standards; criteria and procedures","toc_subject":"Air programs:","topics":["Administrative practice and procedure","Air pollution control","Carbon monoxide","Environmental protection","Intergovernmental relations","Nitrogen dioxide","Ozone","Particulate matter","Transportation","Volatile organic compounds"],"type":"Rule","volume":71}
