{"abstract":"The Federal Trade Commission (\"the Commission\") has completed its regulatory review of the Children's Online Privacy Protection Rule (\"the COPPA Rule\" or \"the Rule\"), which implements the Children's Online Privacy Protection Act of 1998. The Rule regulates how Web site operators and others may collect, use, and distribute personal information from children online. The Commission requested comment on the costs and benefits of the Rule and whether it should be retained without change, modified, or eliminated. The Commission also requested comment on the Rule's effect on: information practices relating to children; children's ability to obtain online access to information of their choice; and the availability of Web sites directed to children. Pursuant to this review, the Commission concludes that the Rule continues to be valuable to children, their parents, and Web site operators, and has determined to retain the Rule in its current form. This document discusses the comments received in response to the Commission's request for public comment and announces the Commission's decision to retain the Rule without modification.","action":"Retention of rule without modification.","agencies":[{"raw_name":"FEDERAL TRADE COMMISSION","name":"Federal Trade Commission","id":192,"url":"https://www.federalregister.gov/agencies/federal-trade-commission","json_url":"https://www.federalregister.gov/api/v1/agencies/192","parent_id":null,"slug":"federal-trade-commission"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2006/03/15/06-2356.html","cfr_references":[{"chapter":null,"citation_url":null,"part":312,"title":16}],"citation":"71 FR 13247","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Effective Date: March 15, 2006.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"06-2356","effective_on":"2006-03-15","end_page":13258,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2006/03/15/06-2356.xml","html_url":"https://www.federalregister.gov/documents/2006/03/15/06-2356/childrens-online-privacy-protection-rule","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/06-2356?publication_date=2006-03-15","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2006-03-15/06-2356/mods.xml","not_received_for_publication":null,"page_length":12,"page_views":{"count":329,"last_updated":"2026-04-04 14:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2006-03-15/pdf/06-2356.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2006-03-15","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2006/03/15/06-2356.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T18:48:17Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":13247,"subtype":null,"title":"Children's Online Privacy Protection Rule","toc_doc":"Children's online privacy protection rule; personal information collection, use, or disclosure; parental consent","toc_subject":null,"topics":["Communications","Computer technology","Consumer protection","Infants and children","Privacy","Reporting and recordkeeping requirements","Safety","Science and technology","Trade practices","Youth"],"type":"Rule","volume":71}
