{"abstract":"This rule proposes to amend existing Bureau of Customs and Border Protection regulations concerning electronic manifest transmission requirements relative to passengers, crew members, and non-crew members traveling onboard international commercial flights and voyages. Under current regulations, air carriers must transmit to the Bureau of Customs and Border Protection (CBP), Department of Homeland Security (DHS), passenger manifest information for aircraft en route to the United States no later than 15 minutes after the departure of the aircraft. This proposed rule implements the Intelligence Reform and Terrorism Prevention Act of 2004 requirement that such information be provided to the government before departure of the aircraft. This proposed rule provides air carriers a choice between transmitting complete manifests no later than 60-minutes prior to departure of the aircraft or transmitting manifest information on passengers as each passenger checks in for the flight, up to but no later than 15 minutes prior to departure. The rule also proposes to amend the definition of \"departure\" for aircraft to mean the moment the aircraft is pushed back from the gate. For vessel departures from the United States, the rule proposes transmission of passenger and crew manifests no later than 60 minutes prior to departure of the vessel.","action":"Notice of proposed rulemaking.","agencies":[{"raw_name":"DEPARTMENT OF HOMELAND SECURITY","name":"Homeland Security Department","id":227,"url":"https://www.federalregister.gov/agencies/homeland-security-department","json_url":"https://www.federalregister.gov/api/v1/agencies/227","parent_id":null,"slug":"homeland-security-department"},{"raw_name":"Bureau of Customs and Border Protection","name":"U.S. Customs and Border Protection","id":501,"url":"https://www.federalregister.gov/agencies/u-s-customs-and-border-protection","json_url":"https://www.federalregister.gov/api/v1/agencies/501","parent_id":227,"slug":"u-s-customs-and-border-protection"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2006/07/14/06-6237.html","cfr_references":[{"chapter":null,"citation_url":null,"part":4,"title":19},{"chapter":null,"citation_url":null,"part":122,"title":19}],"citation":"71 FR 40035","comment_url":null,"comments_close_on":"2006-08-14","correction_of":null,"corrections":[],"dates":"Written comments must be received on or before August 14, 2006.","disposition_notes":null,"docket_ids":["USCBP-2005-0003"],"dockets":[],"document_number":"06-6237","effective_on":null,"end_page":40048,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2006/07/14/06-6237.xml","html_url":"https://www.federalregister.gov/documents/2006/07/14/06-6237/passenger-manifests-for-commercial-aircraft-arriving-in-and-departing-from-the-united-states","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/06-6237?publication_date=2006-07-14","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2006-07-14/06-6237/mods.xml","not_received_for_publication":null,"page_length":14,"page_views":{"count":4569,"last_updated":"2026-10-24 18:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2006-07-14/pdf/06-6237.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2006-07-14","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2006/07/14/06-6237.txt","regulation_id_number_info":{"1651-AA62":null},"regulation_id_numbers":["1651-AA62"],"regulations_dot_gov_info":{"supporting_documents":[{"title":"Regulatory Assessment for the Proposed Rulemaking: Passenger Manifests for Commercial Aircraft Arriving in and Departing from the United States; Passenger and Crew Manifests for Commercial Vessels Departing from the United States","document_id":"USCBP-2005-0003-0005"}],"comments_url":"https://www.regulations.gov/docketBrowser?rpp=50&so=DESC&sb=postedDate&po=0&dct=PS&D=USCBP-2005-0003","supporting_documents_count":1,"docket_id":"USCBP-2005-0003","regulation_id_number":"1651-AA62","title":"Agency Information Collection Activities; Proposals, Submissions, and Approvals: Passenger and Crew Manifest","checked_regulationsdotgov_at":"2011-11-12T19:45:29Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":40035,"subtype":null,"title":"Passenger Manifests for Commercial Aircraft Arriving in and Departing From the United States; Passenger and Crew Manifests for Commercial Vessels Departing From the United States","toc_doc":"Passengers, crew members, and non-crew members traveling onboard international commercial flights and voyages; electronic manifest transmission requirements","toc_subject":"Air commerce and vessels in foreign and domestic trades:","topics":["Air carriers","Air transportation","Aircraft","Airports","Aliens","Customs duties and inspection","Immigration","Maritime carriers","Passenger vessels","Reporting and recordkeeping requirements","Security measures","Vessels"],"type":"Proposed Rule","volume":71}
