{"abstract":"EPA is promulgating revised standards to limit emissions of perchloroethylene (PCE) from existing and new dry cleaning facilities. On September 22, 1993, EPA promulgated technology-based emission standards to control emissions of PCE from dry cleaning facilities. EPA has reviewed these standards and is promulgating revisions to take into account new developments in production practices, processes, and control technologies. In addition, EPA has evaluated the remaining risk to public health and the environment following implementation of the technology-based rule and is promulgating more stringent standards for major sources in order to protect public health with an ample margin of safety. The final standards are expected to provide further reductions of PCE beyond the 1993 national emission standards for hazardous air pollutants (NESHAP), based on application of equipment and work practice standards and, in certain situations, disallowing the use of PCE at dry cleaning facilities. In addition, EPA is taking this opportunity to make some technical corrections to the 1993 Dry Cleaning NESHAP.","action":"Final rule.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2006/07/27/06-6447.html","cfr_references":[{"chapter":null,"citation_url":null,"part":63,"title":40}],"citation":"71 FR 42724","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Effective Date: This final rule is effective July 27, 2006.","disposition_notes":null,"docket_ids":["EPA-HQ-OAR-2005-0155","FRL-8200-2"],"dockets":[],"document_number":"06-6447","effective_on":"2006-07-27","end_page":42746,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2006/07/27/06-6447.xml","html_url":"https://www.federalregister.gov/documents/2006/07/27/06-6447/national-perchloroethylene-air-emission-standards-for-dry-cleaning-facilities","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/06-6447?publication_date=2006-07-27","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2006-07-27/06-6447/mods.xml","not_received_for_publication":null,"page_length":23,"page_views":{"count":641,"last_updated":"2026-07-26 10:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2006-07-27/pdf/06-6447.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2006-07-27","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2006/07/27/06-6447.txt","regulation_id_number_info":{"2060-AK18":{"issue":"200404","html_url":"https://www.federalregister.gov/regulations/2060-AK18/neshap-perchloroethylene-dry-cleaning-facilities-residual-risk-standards","title":"NESHAP: Perchloroethylene Dry Cleaning Facilities Residual Risk Standards","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200404&RIN=2060-AK18&operation=OPERATION_EXPORT_XML","priority_category":"Substantive, Nonsignificant"}},"regulation_id_numbers":["2060-AK18"],"regulations_dot_gov_info":{"supporting_documents":[{"title":"OMB Circular A-4 - Regulatory Analysis","document_id":"EPA-HQ-OAR-2005-0155-0507"},{"title":"Tetrachloroethene Ambient Air Criteria Document","document_id":"EPA-HQ-OAR-2005-0155-0490"},{"title":"Risks from emissions from transfer machines","document_id":"EPA-HQ-OAR-2005-0155-0299"},{"title":"Survey Response: Circle Environmental, Columbia, SC","document_id":"EPA-HQ-OAR-2005-0155-0277"},{"title":"Everything You Need to Know about Dry Cleaners","document_id":"EPA-HQ-OAR-2005-0155-0266"},{"title":"11-22-05 version of preamble","document_id":"EPA-HQ-OAR-2005-0155-0247"},{"title":"Survey Response: White Tower Industrial Laundry & Cleaners, Detroit, MI","document_id":"EPA-HQ-OAR-2005-0155-0215"},{"title":"S.
