{"abstract":"A cathode ray tube (CRT) is the glass video display component of an electronic device (usually a computer or television monitor). In this rule, the Environmental Protection Agency (EPA) is amending its regulations under the Resource Conservation and Recovery Act (RCRA) to streamline management requirements for recycling of used CRTs and glass removed from CRTs. The amendments exclude these materials from the RCRA definition of solid waste if certain conditions are met. This rule is intended to encourage recycling and reuse of used CRTs and CRT glass. EPA proposed this rule on June 12, 2002 (67 FR 40508).","action":"Final rule.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2006/07/28/06-6490.html","cfr_references":[{"chapter":null,"citation_url":null,"part":9,"title":40},{"chapter":null,"citation_url":null,"part":260,"title":40},{"chapter":null,"citation_url":null,"part":261,"title":40},{"chapter":null,"citation_url":null,"part":271,"title":40}],"citation":"71 FR 42928","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"This final rule is effective on January 29, 2007.","disposition_notes":null,"docket_ids":["RCRA-2004-0010","FRL-8203-1"],"dockets":[],"document_number":"06-6490","effective_on":"2007-01-29","end_page":42949,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2006/07/28/06-6490.xml","html_url":"https://www.federalregister.gov/documents/2006/07/28/06-6490/hazardous-waste-management-system-modification-of-the-hazardous-waste-program-cathode-ray-tubes","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/06-6490?publication_date=2006-07-28","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2006-07-28/06-6490/mods.xml","not_received_for_publication":null,"page_length":22,"page_views":{"count":2746,"last_updated":"2026-07-27 04:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2006-07-28/pdf/06-6490.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2006-07-28","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2006/07/28/06-6490.txt","regulation_id_number_info":{"2050-AE52":{"issue":"200404","html_url":"https://www.federalregister.gov/regulations/2050-AE52/recycling-of-cathode-ray-tubes-crts-and-mercury-containing-equipment-changes-to-hazardous-waste-regu","title":"Recycling of Cathode Ray Tubes (CRTs) and Mercury-Containing Equipment: Changes to Hazardous Waste Regulations","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200404&RIN=2050-AE52&operation=OPERATION_EXPORT_XML","priority_category":"Other Significant"}},"regulation_id_numbers":["2050-AE52"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T19:48:54Z"},"regulations_dot_gov_url":null,"significant":true,"signing_date":null,"start_page":42928,"subtype":null,"title":"Hazardous Waste Management System; Modification of the Hazardous Waste Program; Cathode Ray Tubes","toc_doc":"Cathode ray tubes and mercury-containing equipment","toc_subject":"Hazardous waste management system:","topics":["Administrative practice and procedure","Confidential business information","Environmental protection","Hazardous materials transportation","Hazardous waste","Indians-lands","Intergovernmental relations","Penalties","Recycling","Reporting and recordkeeping requirements","Water pollution control","Water supply"],"type":"Rule","volume":71}
