{"abstract":"The Mine Safety and Health Administration (MSHA) is issuing this final rule to revise the Agency's Emergency Temporary Standard (ETS), which addresses standards in the Code of Federal Regulations (CFR), title 30, parts 48, 50, and 75. The final rule includes requirements for increased availability and storage of self-contained self-rescue devices (SCSRs); improved emergency evacuation drills and self-contained self-rescue device training; and the installation and maintenance of lifelines in underground coal mines. In addition, the final rule requires immediate accident notification applicable to all mines. The requirements provide an improved, integrated approach to emergency evacuation training and emergency preparedness. This final rule does not reduce protections afforded miners under existing standards.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF LABOR","name":"Labor Department","id":271,"url":"https://www.federalregister.gov/agencies/labor-department","json_url":"https://www.federalregister.gov/api/v1/agencies/271","parent_id":null,"slug":"labor-department"},{"raw_name":"Mine Safety and Health Administration","name":"Mine Safety and Health Administration","id":288,"url":"https://www.federalregister.gov/agencies/mine-safety-and-health-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/288","parent_id":271,"slug":"mine-safety-and-health-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2006/12/08/06-9608.html","cfr_references":[{"chapter":null,"citation_url":null,"part":3,"title":30},{"chapter":null,"citation_url":null,"part":48,"title":30},{"chapter":null,"citation_url":null,"part":50,"title":30},{"chapter":null,"citation_url":null,"part":75,"title":30}],"citation":"71 FR 71430","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Effective Date: This rule is effective December 8, 2006.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"06-9608","effective_on":"2006-12-08","end_page":71455,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2006/12/08/06-9608.xml","html_url":"https://www.federalregister.gov/documents/2006/12/08/06-9608/emergency-mine-evacuation","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/06-9608?publication_date=2006-12-08","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2006-12-08/06-9608/mods.xml","not_received_for_publication":null,"page_length":26,"page_views":{"count":1855,"last_updated":"2026-07-27 08:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2006-12-08/pdf/06-9608.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2006-12-08","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2006/12/08/06-9608.txt","regulation_id_number_info":{"1219-AB46":null},"regulation_id_numbers":["1219-AB46"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T20:24:20Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":71430,"subtype":null,"title":"Emergency Mine Evacuation","toc_doc":"Emergency evacuations; emergency temporary standard","toc_subject":"Coal mine safety and health:","topics":["Communications equipment","Education","Electric power","Emergency medical services","Explosives","Fire prevention","Investigations","Mine safety and health","Reporting and recordkeeping requirements"],"type":"Rule","volume":71}
