{"abstract":"This document amends Department of Veterans Affairs (VA) regulations to implement certain statutory provisions that grant limited authority to the Secretary of Veterans Affairs to terminate collection action on certain debts arising from a VA benefit program when the indebted individual is a member of the Armed Forces or a veteran who dies as a result of injury incurred or aggravated in the line of duty while serving in a theater of combat operations in a war or in combat against a hostile force during a period of hostilities on or after September 11, 2001, and to refund amounts collected after the individual's death. This document also implements statutory provisions that grant the Secretary discretionary authority to suspend or terminate collection of debts owed to VA by individuals who died while serving on active duty as a member of the Army, Navy, Air Force, Marine Corps, or Coast Guard during a period when the Coast Guard is operating as a service in the Navy, and to refund amounts collected after the individual's death.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF VETERANS AFFAIRS","name":"Veterans Affairs Department","id":520,"url":"https://www.federalregister.gov/agencies/veterans-affairs-department","json_url":"https://www.federalregister.gov/api/v1/agencies/520","parent_id":null,"slug":"veterans-affairs-department"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2010/08/31/2010-21668.html","cfr_references":[{"chapter":null,"citation_url":null,"part":1,"title":38}],"citation":"75 FR 53199","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"Effective Date: September 30, 2010.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"2010-21668","effective_on":"2010-09-30","end_page":53202,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2010/08/31/2010-21668.xml","html_url":"https://www.federalregister.gov/documents/2010/08/31/2010-21668/deceased-indebted-servicemembers-and-veterans-authority-concerning-certain-indebtedness","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2010-21668?publication_date=2010-08-31","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2010-08-31/2010-21668/mods.xml","not_received_for_publication":null,"page_length":4,"page_views":{"count":889,"last_updated":"2026-10-22 14:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2010-08-31/pdf/2010-21668.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2010-08-31","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2010/08/31/2010-21668.txt","regulation_id_number_info":{"2900-AN14":{"issue":"201010","html_url":"https://www.federalregister.gov/regulations/2900-AN14/deceased-indebted-servicemembers-and-veterans-authority-concerning-certain-indebtedness","title":"Deceased Indebted Servicemembers and Veterans: Authority Concerning Certain Indebtedness","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=201010&RIN=2900-AN14&operation=OPERATION_EXPORT_XML","priority_category":"Substantive, Nonsignificant"}},"regulation_id_numbers":["2900-AN14"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2010-09-20T20:20:00Z"},"regulations_dot_gov_url":null,"significant":false,"signing_date":null,"start_page":53199,"subtype":null,"title":"Deceased Indebted Servicemembers and Veterans: Authority Concerning Certain Indebtedness","toc_doc":"Authority Concerning Certain Indebtedness","toc_subject":"Deceased Indebted Servicemembers and Veterans:","topics":["Administrative practice and procedure","Archives and records","Cemeteries","Claims","Courts","Crime","Flags","Freedom of information","Government contracts","Government employees","Government property","Infants and children","Inventions and patents","Parking","Penalties","Privacy","Reporting and recordkeeping requirements","Seals and insignia","Security measures","Wages"],"type":"Rule","volume":75}
