{"abstract":"In its effort to adopt several National Academy of Sciences (the Academy) recommendations, the U.S. Department of Energy (DOE) intends to modify the methods it uses to estimate the likely impacts of energy conservation standards for covered products on energy use and emissions and will work to expand the energy use and emissions information made available to consumers. Specifically, DOE intends to use full-fuel- cycle (FFC) measures of energy use and emissions, rather than the primary (or site) energy measures it currently uses. Additionally, DOE intends to work collaboratively with the Federal Trade Commission (FTC) to make readily available to consumers information on the FFC energy and greenhouse gas (GHG) emissions of specific products to enable consumers to make cross-class comparisons of product energy use and emissions.","action":"Statement of Policy.","agencies":[{"raw_name":"DEPARTMENT OF ENERGY","name":"Energy Department","id":136,"url":"https://www.federalregister.gov/agencies/energy-department","json_url":"https://www.federalregister.gov/api/v1/agencies/136","parent_id":null,"slug":"energy-department"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2011/08/18/2011-21078.html","cfr_references":[{"chapter":null,"citation_url":null,"part":431,"title":10}],"citation":"76 FR 51281","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":null,"disposition_notes":null,"docket_ids":["Docket No. EERE-2010-BT-NOA-0028"],"dockets":[],"document_number":"2011-21078","effective_on":null,"end_page":51289,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2011/08/18/2011-21078.xml","html_url":"https://www.federalregister.gov/documents/2011/08/18/2011-21078/energy-conservation-program-for-consumer-products-and-certain-commercial-and-industrial-equipment","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2011-21078?publication_date=2011-08-18","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2011-08-18/2011-21078/mods.xml","not_received_for_publication":null,"page_length":9,"page_views":{"count":482,"last_updated":"2026-08-25 02:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2011-08-18/pdf/2011-21078.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2011-08-18","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2011/08/18/2011-21078.txt","regulation_id_number_info":{"1904-AC24":null},"regulation_id_numbers":["1904-AC24"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-09-07T08:06:39Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":51281,"subtype":null,"title":"Energy Conservation Program for Consumer Products and Certain Commercial and Industrial Equipment: Statement of Policy for Adopting Full-Fuel-Cycle Analyses Into Energy Conservation Standards Program","toc_doc":"Statement of Policy for Adopting Full-Fuel-Cycle Analyses into Energy Conservation Standards Program","toc_subject":"Energy Conservation Program for Consumer Products and Certain Commercial and Industrial Equipment:","topics":[],"type":"Proposed Rule","volume":76}
