{"abstract":"We are announcing receipt of a proposed amendment to the Montana regulatory program (hereinafter, the \"Montana program\") under the Surface Mining Control and Reclamation Act of 1977 (\"SMCRA\" or \"the Act\"). Montana proposes revisions to and additions of statutory definitions for \"approximate original contour,\" \"in situ coal gasification,\" and \"recovery fluid.\" Montana intends to revise its program to clarify ambiguities and improve operational efficiency.
