Department of Agriculture (\"Department\") is amending several regulations, which make reference to RD Instruction 1940-J, Intergovernmental Review.\" This action is necessary since the affected regulations refer to RD Instruction 1940-J, which is being rewritten and replaced by RD Instruction 1970-I.
