{"abstract":"On December 15, 2011, the Department of Commerce (\"Department\") published the Preliminary Determination of sales at less than fair value (\"LTFV\") in the antidumping investigation of high pressure steel cylinders from the People's Republic of China (\"PRC\").\\1\\ The period of investigation (\"POI\") is October 1, 2010, through March 31, 2011. Based on its analysis of the comments received, the Department has made changes to its Preliminary Determination. The Department continues to find that high pressure steel cylinders from the PRC are being, or are likely to be, sold in the United States at LTFV, as provided in section 735 of the Tariff Act of 1930, as amended (\"Act\").
