{"abstract":"As discussed below, the U.S. Department of Commerce (\"the Department\") preliminarily determines that Dongtai Peak Honey Industry Co., Ltd. (\"Peak\") failed to cooperate to the best of its ability and is, therefore, applying adverse facts available (\"AFA\").
