{"abstract":"NOAA has long been concerned about the potential for a gap in polar satellite coverage in the afternoon orbit. In addition to reports from Inspector General and the Government Accountability Office on this topic, NOAA has also convened an Independent Review Team (IRT) to review the progress of our satellite programs and identify the challenges ahead. These reports have all substantiated NOAA's concerns regarding the gap. NOAA is taking positive steps to mitigate the negative impacts to NOAA's numerical weather forecasts that could be introduced by a lack of polar satellite data. To this end, NOAA has commissioned an investigative study to broadly explore all available options, such as substitute satellite observations, alternative non-satellite data, weather modeling, and data assimilation improvements. NOAA is convening teams of internal and external experts, industry leaders, foreign partners, and academia to study each of these areas. As a part of this effort, and to ensure we examine all potential solutions, NOAA is also seeking comments, suggestions, and innovative ideas from the public on how to preserve the quality and timeliness of NOAA's numerical weather forecasts should we experience a loss of polar satellite environmental data. Through this web portal, the public can submit ideas, review submissions from other parties, and make comments and collaborate on ideas.","action":"Request for public comment.","agencies":[{"raw_name":"DEPARTMENT OF COMMERCE","name":"Commerce Department","id":54,"url":"https://www.federalregister.gov/agencies/commerce-department","json_url":"https://www.federalregister.gov/api/v1/agencies/54","parent_id":null,"slug":"commerce-department"},{"raw_name":"National Oceanic and Atmospheric Administration","name":"National Oceanic and Atmospheric Administration","id":361,"url":"https://www.federalregister.gov/agencies/national-oceanic-and-atmospheric-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/361","parent_id":54,"slug":"national-oceanic-and-atmospheric-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2012/11/19/2012-28190.html","cfr_references":[],"citation":"77 FR 69436","comment_url":null,"comments_close_on":"2012-12-19","correction_of":null,"corrections":[],"dates":"Comments must be received by 5:00 p.m. on December 19, 2012.","disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"2012-28190","effective_on":null,"end_page":69437,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2012/11/19/2012-28190.xml","html_url":"https://www.federalregister.gov/documents/2012/11/19/2012-28190/jpss-polar-satellite-gap-mitigation-request-for-public-comment","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2012-28190?publication_date=2012-11-19","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2012-11-19/2012-28190/mods.xml","not_received_for_publication":null,"page_length":2,"page_views":{"count":966,"last_updated":"2026-04-24 00:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2012-11-19/pdf/2012-28190.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2012-28190.pdf?1353101418","publication_date":"2012-11-19","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2012/11/19/2012-28190.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2012-12-09T06:00:09Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":69436,"subtype":null,"title":"JPSS Polar Satellite-Gap Mitigation-Request for Public Comment","toc_doc":"JPSS Polar Satellite  Gap Mitigation","toc_subject":"Requests for Public Comments:","topics":[],"type":"Notice","volume":77}
